RENTED HOMES

Landlord and tenant water-safety responsibilities

For most domestic rented homes, the Legionella risk is low when water is used regularly and the system is properly maintained. A simple, suitable assessment helps show that hazards have been considered and sensible controls are in place.

What landlords should do

  • Assess and control the risk. A landlord may complete a simple domestic assessment if competent, or appoint a suitable professional.
  • Keep water under control. Set stored hot water to 60°C, keep cold water cold and avoid stagnation.
  • Maintain the system. Remove redundant pipework where practical and flush the system before letting after a period of vacancy.
  • Use proportionate evidence. Routine Legionella sampling and a “Legionella certificate” are not normally required for a standard domestic system.

What tenants should know

  • Use water regularly. Run taps and showers after absence; for long vacancies, follow the landlord’s agreed flushing arrangements.
  • Look after fittings. Regularly clean and disinfect showerheads, hoses and taps in line with the property instructions.
  • Report concerns promptly. Tell the landlord about poor hot-water performance, unusual temperatures, low flow or damaged controls.
  • Tell the landlord about long absence. This allows the system to be managed before water becomes stagnant.

Review when something changes. HSE does not prescribe an annual or two-year review period for a domestic landlord assessment. Review it when the system, occupancy or use changes, or when a control issue arises. AquaComply’s two-year renewal is a practical reminder, not a legal deadline. Read HSE landlord guidance.

Guided self-assessment

Suitable for a straightforward, owner-occupied home with limited domestic services. You can upgrade to assessor review at any stage if anything is unclear.

For a village hall, pavilion or small sports venue, choose assessor review as a minimum where there are changing-room showers, stored hot or cold water, a committee or landlord responsibility, or periods of low use. Large sports venues, large care homes, infant/junior schools, pools, spas, cooling systems and all other complex systems go directly to an AquaComply risk assessor visit.

Every assessor-reviewed submission follows a visible, controlled process. You can save your survey as a draft, respond to review questions and see when the final document has been approved.

Record the water arrangement, tanks, cylinders, showers, outlets and measured temperatures.

Upload clear photographs, document limitations and assign corrective actions with target dates.

Submit for review

Complete the declaration and send the assessment securely to AquaComply’s risk assessment team.

Competent review

We review the scope, evidence, risk score and actions. If anything is unclear, we return focused questions for completion.

Approve and publish

The approved assessment is locked, versioned and published as a professional PDF with its two-year review date.
